People with disabilities enrich our nation's identity with diverse perspectives and talents. Their unique stories contribute to the broader narrative of the American spirit, highlighting resilience, accomplishments, and the pursuit of inclusion. Today, many lead independent and fulfilling lives, defining themselves according to their personhood— including their own ideas, hopes and dreams—above and beyond their disability.

Like other civil rights efforts, the disability rights movement has a long history. People with disabilities have pushed for the recognition of disability as an attribute of identity that influences the experiences of an individual, not as the sole-defining feature of a person.

Many events, laws, and people have shaped this development. To date, the 1990 Americans with Disabilities Act (ADA) and the subsequent ADA Amendments Act (2008) are the movement’s greatest legal achievements. The purpose of this training guide is to provide an overview of relevant laws and regulations related to disability rights. The guide is by no means exhaustive; however, it offers extensive guidance on disability resources that aim to prepare participants with an understanding of some of the legal framework and principles governing the rights of people with disabilities.
